The Baku Adaptation Roadmap was initially proposed by Saudi Arabia on behalf of Saudi Arabia group before COP29. The aim of the BAR was to provide a forward-looking pathway for the Global Goal on Adaptation (GGA) beyond COP30. Further the BAR would provide guidance to Parties in advancing the implementation of indicators developed under the UAE Belem Work Programme and the broader GGA Framework. This submission was driven by the recognition that despite notable strides in global climate change adaptation, several critical barriers continue to impede effective implementation of adaptation actions. Therefore, the BAR should be relevant to scaling up adaptation actions and support in achieving the needed action and means of implementation.  

More to the BAR: GGA as Standalone agenda Item  

The Arab Group highlighted the need to have the GGA as a standalone agenda item under the Subsidiary Body for Implementation (SBI), Subsidiary Body for Scientific and Technological Advice (SBSTA) and at the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA). The proposal further advocates for a decision on the GGA to be reported at every SB and CMA session going forward.  

The submission also outlined key components to be incorporated into the BAR, including: 

  • The establishment of a high-level dialogue on GGA, to be held annually. 
  • Consideration of elements from Paragraph 38 of Decision 2/CMA.5 to strengthen the BAR framework.  

The BAR at COP29  

The Arab Group played a central role in advocating for the BAR. At COP29, the BAR was launched as a structured framework to drive progress on the GGA (See Paragraph 29 of Decision 2/CMA.6). The COP29 decision text also established the Baku high-level dialogue (See Paragraph 30 and 31 of Decision 2/CMA.6) on adaptation, to be convened on the margins of each session of the CMA by the President of current and previous session to identify ways of enhancing the implementation of the UAE Framework for Global Climate Resilience. The outcomes of the dialogue will then be reported by the current President of CMA.  

Additionally, Paragraph 38 of Decision 2/CMA.6 outline several key elements that could potentially be integrated in the Roadmap including:  

  • The exchange of knowledge, experience and information related to implementing the UAE Framework for Global Climate Resilience  
  • Potential inputs to future Global stocktakes (GST) related to achieving the GGA 
  • The enhancement of understanding of the risks and impacts associated with different temperature increases across different regions.  
  • The opportunities for building on the best available science, including collaboration with the Intergovernmental Panel on Climate Change (IPCC) and other organizations, to provide information relevant to facilitating implementation of the UAE Framework for Global Climate Resilience 

Call to action  

Considering that the modalities, timelines and activities within the BAR were not discussed at COP29, Parties are invited to submit views on modalities for work under the roadmap via the submission portal by 31 March 2025. This will be further deliberated in June at the SB62 sessions in Bonn.
